Even in an aluminum chassis for a pre-amp, shielding the pre-amp tube circuit is a good thing to keep interference from one circuit from interfering with another tube’s circuit. Few, folks will shield a tube’s circuit, so they continue to chase after a solution that can not be fixed with a filter or a different tube. Also, be sure to have all tube components as close to the tube socket as physically possible.
