This video explains how to replace the rotted foam pressure pads on 8-track tapes. I only show one pad being replaced at a time but you can open several 8 tracks at once and glue the cellophane and cardboard backing (opposite sides) over an entire foam strip and then cut them out with a straight edge razor.
